The operation of household waste related management and the responsible authorities cover a wide range. For years¸ Taiwan's Environmental Protection Administration (EPA R.O.C.) has implemented all kinds of projects to help policy promotion, some of the works have individual system of application, or have combination of management by related departments of the EPA, some were even closed down by termination of the business contract. Therefore, there are difficulties to secure information and decreasing work load for repeated applications just by lack of long-term based integral management of information system measures.
Household Waste Management Project not only devoted on survey of garbage sorting and reduction of original waste sources, but also developed the management of household waste. The project consisted necessary work standards and complementary measures with supporting activities in order to meet the requirement of obtaining accurate data. By carrying out this project, the EPA will effectively enhance the integral ability of better control on household waste. The more the overall information monitored by the EPA, the better comprehensive strategy of policies will be created in the future.
The project started with overview on current data forms, business interviews and relevant resource systems to know the situation and current problem of household waste resource management. And then proposed solution focusing on data quality and accuracy which contains phased execution. The project first help combine related systems to get consolidated data into single sign-on access, and is also for data compilation and transformation. The whole project is to unified management of all relevant business data archives to Household Waste Management Project.
Household Waste Management Project reviewed the implementation of policies related to household waste management, the evaluation report and follow-up development, so the future long-term development blueprint can be put forward, and system frame can be specified for current stage. The EPA can implement the integral management of household waste and database by functioning the frame, which including front-end desk information disclosure system and back-end administration system, and according to different users, supporting adjustable working structure and service functions.
Analyzed the authorities and responsibilities of each EPA departments and local environmental protection agencies, the Household Waste Management Project has addressed working standards including management responsibilities, system permissions, reporting items, reporting methods, and the frequency of reporting, operating standards and confidentiality provisions. For different users and different operating functions, it provided online guidelines and operating manuals. Also according to the status of management needs, this project planed local EPB data exchange service management, follow-up and reporting status of the application management. Ongoing feedback opinions gathered from advocacy meeting held by relative EPA departments will correct management system continually.
The Household Waste Management Action Plan (2013-2015) started from January 2013 after 11 working meetings the discussion and communication. The Action Plan thoroughly reviewed household waste resource management policies, implementation of key points. After collecting concerns from corresponding divisions and achievement from earlier projects, there are three goals, six policies (corresponding to six present problems) and 21 specific measures made by the plan. The Action Plan also clarifies the approach for household waste resource management system integration, so relative agents may follow in future cooperation, and ensures of the system the feasibility, completeness and effectiveness.
